A CHARTER ORDINANCE AUTHORIZING THE USE OF CERTAIN CITY OWNED PERSONAL PROPERTY FOR PRIVATE USE.
Section 1. The City of St. John shall have the authority to lease or otherwise authorize private citizens, corporations, partnerships, or limited liability companies the authority to lease or use certain city personal property for other than public purpose upon such terms and conditions the city superintendent might impose with the approval of the council.
Section 2. The City of St. John shall not lease city personal property to anyone outside three miles of the City of St. John.
Section 3. The city superintendent with the approval of the city council shall develop a list of the items of personal property which may be used or leased by the general public. Only those items on the list may be used or leased and no other personal property owned by the city.
Section 4. It is the intention of the charter ordinance not to compete with anyone who might have the same personal property available for use or lease to the general public.
